European Central Bank Cuts Borrowing Rate by Quarter Percentage Point

FRANKFURT--The European Central Bank lowered interest rates by a quarter percentage point, its second cut in three months, offering a boost to the eurozone's faltering economy and widening a policy gap with the Federal Reserve, which is expected to start cutting rates next week.
