At least 29 states are exploring ways to increase retirement plan access for private-sector workers, and three states will roll out programs in 2017 to cover private-sector workers in some form of retirement savings. In this policy brief, we explore how states are expanding access to retirement savings vehicles, the challenges they face in trying to expand access, and policy recommendations.
